Every guide you'll read about the WhatsApp Business API for small business India owners is written by someone who earns a commission when you sign up. We don't. Is WhatsApp Business API free, or does it cost money in India?
The API software itself is free. Meta doesn't charge a licence fee for Cloud API access. What you pay for is messages, and — in almost every practical case — a BSP platform fee.
Three separate line items make up your real bill:
- Meta's per-message charge, billed per conversation category (marketing, utility, authentication, and — from October — service).
- Your BSP's platform fee. A realistic Indian Business Solution Provider charges roughly ₹1,500–₹2,500 per month for a small business plan.
- 18% GST on both.
So "free API" really means "free to connect, then pay per message forever". For a small business sending a few thousand messages a month, all-in cost typically lands between ₹2,000 and ₹5,000 monthly — affordable, but a recurring bill the free app doesn't have. Which is exactly why the "when NOT to upgrade" section below matters.
One thing that is genuinely free and stays free: inbound customer messages are never billed. You are only ever charged for what your business sends.
How much does WhatsApp Business API cost per message in India in 2026?
India moved to INR billing on 1 January 2026, and Meta raised the marketing rate by roughly 10% at the same time. Meta's own documentation confirms an "India – Higher marketing rate" effective 1 Jan 2026. The INR figures below are cross-verified across six BSP rate cards:

Also, all eligible Indian WhatsApp Business Accounts must migrate to INR billing by 31 December 2026; if your BSP still invoices in USD, ask about their timeline.
Is WhatsApp really charging for replies from 1 October 2026?
Yes — with one important honesty caveat that no competing article gives you.
Since 1 November 2024, service messages have been free: any non-template reply you send inside the 24-hour customer service window costs nothing. Meta has announced that from 1 October 2026, each delivered service message will be charged at the same per-message rate as utility and authentication templates in that market, with no volume tier discount. Utility templates sent inside an open service window also stop being free the same day. The announcement came around 1 July 2026, alongside the Meta Business Agent Platform.
The caveat: as of 27 July 2026, this is not yet reflected on Meta's own public pricing page — that page still says non-template messages inside an open service window are free, and India isn't in its "upcoming changes" table. It is reported consistently and in identical detail by eight-plus independent BSPs citing Meta's announcement, with exact rates due by 1 September 2026. Plan for it as real, but confirm final rates with your BSP before locking a budget.
What is not changing:
- The 24-hour customer service window itself stays as it is.
- The 72-hour free entry point from click-to-WhatsApp ads stays free.
- Inbound messages from customers remain free, always.
Why is Meta doing this? Follow the money: Meta's Q3 2025 "Family of Apps other revenue" hit $690 million, up 59%, driven largely by WhatsApp paid messaging, with click-to-WhatsApp ads up ~60% year on year. Business messaging is now a revenue pillar, not a side experiment.
What this costs you in rupees: a worked example
Here's the part nobody models. Take a Surat garment wholesaler getting around 500 enquiries a month — the usual "rate kya hai?", "stock hai?", "delivery kitne din?" cycle. Answered by hand, each enquiry burns roughly 20 outbound replies before it closes.

Same revenue. Roughly one-sixth the Meta bill. At 500 enquiries the absolute rupees are small — that's the honest read, and we won't pretend it's an emergency. But the ratio holds as you scale: at 5,000 enquiries a month it's roughly ₹13,500 of avoidable message spend a year versus ₹2,000.
The takeaway that actually matters: from 1 October, message COUNT is the cost driver, not customer count. A business that resolves an enquiry in three tight messages pays a fraction of what a business that types twenty pays — for identical sales. - You handle fewer than ~50–100 enquiries a month — the platform fee will exceed the value.
- One or two people answer all chats and nothing falls through the cracks.
- Your questions are repetitive and predictable — free Business AI already covers them.
- You don't broadcast, or you broadcast to a small list of customers who have saved your number.
- You have no other system to integrate — no ERP, no order management, no CRM to sync into.
- You're not ready for template discipline — every proactive message on the API must be a pre-approved template.
Upgrade when you hit a genuine, named bottleneck: leads dying unanswered overnight, three or more staff colliding in one inbox, broadcasts not reaching people, or a need to trigger order and payment updates automatically from another system.
How to get WhatsApp Business API in India (and keep your number)
Will I lose my chats? This is the fear that blocks most MSMEs, and it's now largely solved. Since May 2025, Coexistence lets one number run the WhatsApp Business app and the Cloud API simultaneously.
